2022 Project Updates

The City has been hard at work, from app launches, software upgrades to processes enhancements:

• All parking meters were upgraded to be 5G and upgrades to the Park915 app for a contactless parking experience continues to serve the community.
• Electronic plan review program for the Planning & Inspections department
• Increased in contactless online/phone payments for the Municipal Court department from 38.5% to 53.3%, virtual/hybrid hearing offered for trial, arraignments
• Increased number of personal device assistance (PDA) devices for motor officers accessing e-tickets
• El Paso Police Departments first secure messaging system (SMS) to meet SB 944 requirements implemented March 2022
• Streamlined online bidding system
• Centralized service request system for employee requests

Smart Metering

About 8,640 meters were installed as part of a multi-year pilot, which is yielding positive results in revenue capture, water efficiency and vehicles miles traveled; Investments toward system-wide water and wastewater monitoring and management for water and wastewater operations; Nearing completion of a 3-year implementation that will yield significant improvements for the customer online experience and efficiencies for staff.

AI & Machine Learning

We created a predictive model based on data that is collected by a product called "The City of El Paso's 3-1-1 Program". This program offers residents a quick and easy access to City Services and Information.

Residents can report issues for:

• Weeds and trash
• Graffiti
• Pot holes
• Loud noise
• Traffic signals

Residents have three ways to contact 3-1-1:

• Online
• Report via Mobile App
• Phone by dialing 311
• City of El Paso sends an automatic "Service Request" to the corresponding department for their corresponding response.

We are using Machine Learning to create a model that can predict the classification of a request based on the description. Our goal is to improve the city's response time by correctly assigning the requests to the designated team. Additionally, we are cleaning the data to further improve trend analysis and visualizations.

AR Experience

The City invited Civic Innovation Corps Fellows to work within the Department of IT services for 10 weeks in which were tasked with defining a project that resulted in a functional prototype that could bridge the use of Augmented Reality (AR) and the City's GIS data.

Their research led them to develop a framework in unity upon which applications could be developed and develop an app that could introduce visitors and residents to AR for El Paso's 15th annual Chalk the Block Art Festival.

Petition Verification System

The Petition Verification Management System (PVMS) is a web-based application developed by an in-house IT team to simplify and expedite the petition verification process in a Clerk's Office. It was fully implemented in February 2023, following a phased approach from requirement gathering to deployment. The PVMS has improved accuracy, reduced processing time, and decreased manual workload for clerks. It adheres to corporate design guidelines, ensuring consistency in design and user experience. Key Performance Indicators (KPIs) such as processing speed, verification accuracy, and user satisfaction are used to evaluate its effectiveness.

The PVMS leverages cloud computing on Microsoft Azure and utilizes PHP for backend operations. Its innovative aspect lies in automating a previously manual process, resulting in increased productivity and accuracy.
